A social media site is complicated on a national level (moderators, web safe platforms, legal restrictions/permissions). Maybe the idea can be tweaked to be an interactive blog controlled by the corps on their websites? The content creators would be the local community through submissions of photos/articles/letters through the corps for publishing. The corps would run quality control and publish their own content.
